To approve and sign the minutes of the previous meeting held on 5th December and go through the follow-up actions

 

 

These were duly approved and signed.

Actions indicated on the minutes are contained in the agenda and minutes for this meeting. Other than :

5a(i)   No councillors were able to attend the budget consultations

5b(i)   Official email addresses.  Two councillors yet to finalise arrangements

Establishing a Personnel Committee  

Model Terms of Reference have been circulated.

Financial Statement

This was approved. 

 

(b)

Invoice to Ubley Primary School for the use of the Glebe Field was approved.

Website and domain

It was clarified that the website subscription is an annual charge and the domain charge is made every two years

To confirm payments and the signing of cheques.

Budget Forecast

There was a detailed discussion of areas where there may be variable pressures.  The forecast was accepted.

CiL Money

Discussion deferred

Budget for 2020/21

 

(a)

A summary of the Payments and Receipts account was received

 

(b)

The proposed budget was accepted as proposed and areas for potential variance recognised

 

(c)

No changes to the suggested budget for 2020-21 were agreed

To formally approve the Parish Precept for 2020/21

A majority of Councillors approved a 5% increase in the precept.

Planning

 

(a)

Planning Applications

-       Planning Application - 19/04579/FUL - Decision notification.

The Council resolved to support any appeal against the decision to refuse planning permission.

The Chair for the Planning Committee has agreed to visit the village so that Councillors can identify the local issues in the village

To receive an update on Highways issues, speed limits and signposts etc.

 

(a)

Drainage

Repairs at Tuckers Lane, outside York House, and the Old Manor garden bridge removal have proved successful following recent heavy rain.

A repair outside Walnut Tree Farm has not proved successful but B&NES has been responsive and further repairs are due to commence shortly.

 

(b) 

Christmas Tree

All who helped with the erection and dismantling of the tree were thanked.  The Council approved payment for a new socket and lightbulbs.

To receive an update from the Police and Neighbourhood Watch

 

 

PC Beswetherick sent a written report circulated for the meeting which told of only two incidents over the last twelve months : 2 burglaries and two car related crimes.

Neighbourhood Watch representatives had contacted the police following strange behaviour by a person purporting to be collecting on behalf of Great Ormond Street Hospital who were canvassing in the area earlier in the week.  Cllrs expressed concern at cold calling in the village on a dark night although in this instance the Caller was genuine.

Grounds and Facilities

 

(a)

The Glebe Field Lease

The Council discussed the terms proposed by the Diocese of Bath and Wells’ agents for the renewal of the lease.  It agreed that the following issues be further explored :

-       The start date for the new lease

-       Any increase in the annual rent to be more in line with inflation than that initially proposed

-       The legal costs for renewing the lease

Bench in the Glebe Field

Additional agenda item :

The relatives of a late parishioner have enquired about donating a memorial bench to be placed in the field.  Agreed in principle to liaise regarding details to bring back to the Council.

(c)

Diseased Tree

This additional item was raised as an urgent matter :

It was reported that one of the trees by the Hall entrance is partly dead and needs to be removed.   The council agreed to remove the tree and there will be an update at the next meeting.
